The good news: TSA gives parents traveling with kids under 18 significant flexibility.
Formula, breastmilk, juice, baby food, and water (for mixing formula) are exempt from the 3.4 oz rule. You can bring more than 3.4 oz. Tell the TSA officer when you put bags on the X-ray belt that you have baby liquids. They'll do additional screening (sometimes a vapor test) but it's quick.
Powder formula is allowed in any quantity. Pre-measured formula dispensers (Munchkin, Skip Hop) are particularly easy to fly with.
Ice packs for keeping breastmilk cold are allowed even if not frozen solid at the time of screening. Tell the officer.
Strollers and car seats fly free with a ticketed child on every major US airline. Gate-check both (don't check at the counter — strollers get rougher treatment when handled by ramp crew alone).
