Best carry-on diaper bags (TSA-friendly)

9 bags tested across major US airlines that fit under the seat, organize wet gear, and hold a baby's day in the air.

TL;DR A great carry-on diaper bag is a personal item (fits under the airline seat, frees the overhead for your real carry-on), has a wet/dry pocket, holds a laptop, has a strap that fits over a stroller handle, and has a side pocket for a water bottle. The winners: Skip Hop Forma Pack & Go (best all-around), Itzy Ritzy Boss Plus (organization king), JuJuBe BFF (convertible carry), Petunia Pickle Bottom Boxy Backpack (premium), Fawn Design Original Diaper Bag (most stylish), and Bababing Mani (best budget).

What makes a carry-on diaper bag actually work

A "diaper bag" you bought from a regular bag company won't survive a flight day. The good travel diaper bags share a specific feature set:

  • Personal-item size: Fits under all major airline economy seats. Roughly 16-18" wide x 12-14" tall x 7-8" deep. (Bigger needs to go overhead, defeating the point.)
  • Backpack OR tote conversion: Hands-free for airport walking with baby on hip.
  • Stroller-strap loops: Hangs off the stroller handle without bouncing.
  • Wet/dry compartment: Internal pocket for soiled clothes or diapers that doesn't leak.
  • Insulated bottle pocket: Keeps milk cold or formula warm for 2-3 hours.
  • Laptop sleeve: 15" minimum.
  • Easy-access pocket on the outside: For TSA-required items (liquids, electronics, ID).
  • Wipe-clean exterior: Avoid suede or premium leather for the travel bag.
  • Top loading and front loading: So you can grab a pacifier without taking the whole bag out.

The 9 picks

1. Skip Hop Forma Pack & Go — best all-around

Price: $90-$110

Size: 14" x 16" x 8" (fits under any airline seat).

Why it wins: Backpack + tote conversion, insulated bottle pocket, side wet pocket, stroller strap built in, 1 full pack of diapers + 2 outfits + bottle gear all fit. Wipe-clean exterior.

Watch out: The black/grey neutral works for both parents. The brighter colors stain.

2. Itzy Ritzy Boss Plus — organization king

Price: $180

Size: 14" x 16.5" x 7.5".

Why it wins: 19 (!) pockets, including a kangaroo pouch on the front for the snacks-and-pacifier grab. Insulated. Convertible. Stroller straps. Includes a portable changing pad and stroller hooks.

Watch out: Heavier when full. Not for minimalists.

3. JuJuBe BFF — convertible carry

Price: $185-$210

Size: 13" x 11" x 7.5".

Why it wins: Crossbody, messenger, or backpack — three carry options. Machine washable. Memory foam straps. Mom-friendly aesthetics.

Watch out: Smaller than the Skip Hop. Best for solo parent with one baby, less for parent of two kids.

4. Petunia Pickle Bottom Boxy Backpack — premium

Price: $200-$250

Size: 14" x 11.5" x 7.5".

Why it wins: Glazed canvas wipes clean of formula spills. Boxy shape opens like a doctor's bag — see everything at once. Comes with a built-in changing pad.

Watch out: Premium price for premium look. Performance is excellent but you can get it for less.

5. Fawn Design Original Diaper Bag — most stylish

Price: $159-$220

Size: 14" x 15" x 7".

Why it wins: Looks like a regular adult backpack. Vegan leather. Adjustable inserts. Convertible to messenger.

Watch out: Vegan leather can crack with extreme cold. The interior is darker than some competitors — pack a small flashlight or use the phone.

6. Bababing Mani — best budget

Price: $50-$70

Size: 13" x 15" x 6.5".

Why it wins: Hits 70% of premium bag features at 30% of the price. Includes changing pad and stroller straps. Good for one trip or as a backup.

Watch out: Less durable than premium options. Plan to replace every 2-3 years if heavy use.

7. UPPAbaby Changing Backpack — UPPAbaby-stroller integration

Price: $150-$180

Size: 14" x 16" x 7".

Why it wins: Integrates with UPPAbaby strollers via a custom strap system. Antimicrobial fabric. Insulated bottle pockets (2).

Watch out: The integration is only useful if you own an UPPAbaby. Otherwise it's a great-but-not-cheaper option than the Skip Hop.

8. Storksak Travel Backpack — travel-specific design

Price: $140-$170

Size: 12.5" x 18" x 7.5".

Why it wins: Has a luggage-handle pass-through (slides onto a roller bag's handle). Anti-theft zipper pockets. Compression straps.

Watch out: Slightly taller than max personal item size on Spirit/Frontier. Fits all other US airlines.

9. ToteSavvy Original Insert — bag-agnostic option

Price: $90-$120 (insert only)

Size: 13" x 4.5" x 13".

Why it wins: Not a bag — a structured insert that turns ANY large tote or backpack into a diaper bag. Use your own bag, get the organization.

Watch out: You need a 14"+ tote or backpack to use it. Doesn't add carry features (stroller strap, insulated bottle pocket).

What to pack in the carry-on diaper bag

For a 4-hour flight with a 6-month-old:

  • 6 diapers (twice what you'd use).
  • Travel-sized wipes (75-count pack).
  • 2 changes of baby clothes.
  • 1 change of shirt for parent (yes, you).
  • 4 disposable changing pad liners.
  • Wet/dry bag for soiled clothes.
  • Hand sanitizer (3 oz max for TSA).
  • 3 bottles or 3 nursing covers' worth of feeding gear.
  • Formula in pre-measured dispensers (powder is OK on TSA in any amount).
  • Pacifiers (2 — one will end up under the seat).
  • Burp cloths (3).
  • Lightweight blanket.
  • Sound machine app on phone OR a small Bluetooth speaker.
  • 3-4 small toys.
  • Teething ring (frozen one in a ziploc if it's been a hard week).
  • Children's pain reliever (cleared with pediatrician). Doses pre-measured if possible — see our Tylenol calculator.
  • Snacks for parent.
  • Water bottle (empty through TSA, fill after security).
  • Phone charger.
  • Passport / boarding pass / ID.

TSA rules for traveling with a baby

The good news: TSA gives parents traveling with kids under 18 significant flexibility.

Liquids exception (the "medical exception")

Formula, breastmilk, juice, baby food, and water (for mixing formula) are exempt from the 3.4 oz rule. You can bring more than 3.4 oz. Tell the TSA officer when you put bags on the X-ray belt that you have baby liquids. They'll do additional screening (sometimes a vapor test) but it's quick.

Powder formula

Powder formula is allowed in any quantity. Pre-measured formula dispensers (Munchkin, Skip Hop) are particularly easy to fly with.

Ice packs and frozen items

Ice packs for keeping breastmilk cold are allowed even if not frozen solid at the time of screening. Tell the officer.

Strollers and car seats

Strollers and car seats fly free with a ticketed child on every major US airline. Gate-check both (don't check at the counter — strollers get rougher treatment when handled by ramp crew alone).

TSA PreCheck with kids

Kids under 17 go through TSA PreCheck for free with their PreCheck-enrolled parent. They don't need their own membership.

Personal item vs carry-on — which is your diaper bag?

This matters for a 3-bag travel day:

  • Personal item: Diaper bag. Fits under the seat.
  • Carry-on: Your real luggage with clothes. Goes in overhead.
  • Lap-held: Baby (if under 2 and not in their own seat).

For a parent traveling alone with a baby, this is the maximum. Three bags is the limit before you need help.

Tip: pack your "phone charger, water, snack, headphones" essentials in an outside pocket of the diaper bag. You won't be reaching into the overhead during the flight.

The bag for two kids

One bag for two kids works for ages where the older one is potty trained. Once you have two in diapers, a backpack-style diaper bag with multiple compartments is essential (Itzy Ritzy Boss Plus or Storksak).

For long-haul (5+ hours) with two kids, consider two bags: a smaller personal item per parent.

Maintenance and cleaning

  • Spot-clean exterior weekly. Disinfecting wipes work on most synthetic fabrics.
  • Wash machine-washable bags every 4-6 weeks.
  • Replace the changing pad liner regularly (most are machine-washable).
  • Empty fully after every trip. Stale snacks, leaking diaper cream, and forgotten wipes ruin bags faster than airline beatings.

The one rookie mistake

The biggest mistake is buying a beautiful diaper bag that's too big or too small. Too big = doesn't fit under the seat = you're cramming it overhead with your real luggage. Too small = you're missing diapers two hours into a flight.

The sweet spot: a 14-16" wide bag with structured shape. Wide enough to hold the day's gear, narrow enough to fit under any economy seat. Skip Hop's Forma Pack & Go and the Itzy Ritzy Boss Plus both hit this dimension perfectly.
